A.In general, the answer is clearly no. The organization Transparency International does surveys on this matter. TI’s mission is to create change towards a world free of corruption. TI does a yearly survey on corruption. Denmark, New Zealand and Sweden are the least percepted as corrupt. The Netherlands come in the 7th place. (see below) There will always be incidents of corruption, so there are in the Netherlands. But it is not accepted by the public and leads to press releases and politicians taking there responsibility.

A.I do not think you will run into trouble. Especially in city centers there are all kinds of people that welcome new faces (of course, you have idiots everywhere, so you are bound to run into a few of those as well) Hanging out with a tourist - all depends on the tourist, to be honest. If you are alone, best way to travel is by public transport, such as the train. Easy to use, easy to get from A to B. On the train you might meet niece people, although people are somewhat to themselves while traveling on the train.

A.Most of the times it is not terrible cold, but is dark and the cold is humid. (they call these days the 'dark days before Christmas' because there is usually not much sun. Unlike a previous answer, the western part is less cold that the eastern part due to the relatively warm North Sea. In general the winter days in the Netherlands (Dec-Mar) are or dark, quite cold and humid OR clear skies, and ice-cold (but that is mostly after Christmas). Reason is the direction of the wind: If the wind blows from the west, the wind brings moderate cold, but humid air from the North Sea, but if the sind blows from the east, the frigid, dry wind from Russia is influencing the weather. But don't let dark, cold days withold you from visting the Netherlands: these days are very 'cozy' in restaurants sitting by the fireplace with a nice glass of wine or some spirit .

A.It's complying more than 100% with the EU Charter of Fundamental Right and the United Nations' The Convention on the Rights of the Child'. As far as I know there are no other nations voicing criticism in that regard and there are no rights as established in the EU and UN conventions or charters that are not supported. A minor is here everyone below 18 years and have a separate treatment under the legal system (eg punishments). Below 18 you cannot buy booze, enter casino or marry (unless there's a child). You need to be 16 to buy cigarettes or soft (!) alcohol drinks and they really are increasing checks on this lately. Until 16 you have to go to school minimum 5 days a week by law, and you may work maximum 24 hours. That's all I can think of quickly.
