A.	In general, the answer is clearly no. The organization Transparency International does surveys on this matter. TI’s mission is to create change towards a world free of corruption. You need to be 16 to buy cigarettes or soft (!) alcohol drinks and they really are increasing checks on this lately. Until 16 you have to go to school minimum 5 days a week by law, and you may work maximum 24 hours. That's all I can think of quickly.
