Africa has 14 regional organisations, including the African Union (AU). Citizens of the Economic Community of West African States (ECOWAS) can obtain an ECOWAS passport that allows them to travel between 15 ECOWAS member nations. Current or recent civil wars and lower-level rebellions in Ivory Coast, Chad, Ethiopia, Liberia, Guinea, Guinea-Bissau, Sierra Leone, Somalia, Sudan, Angola (Cabinda enclave), Morocco (Western Sahara), Nigeria (the Niger Delta), Mali, Congo and Uganda have created tensions between neighboring nations and some have exchanged accusations with neighboring nations of supporting each others' insurgents.
In addition, there is little agreement as to who should lead the African Union (Nigeria, South Africa, Libya, Algeria, and Egypt are all believed to have leadership aspirations) or even on how it would be governed. African leaders also have entrenched interests in exerting and maintaining control and power in their own nations.
